Reorganization of public research’s technological transfer system: governance, tools and strategies The institutional and economic changes that took place in many Countries in recent years have affected universities and Public Research Organizations (PROs), providing them with a new mission. Research Objectives
This project aims at analyzing, from both a theoretical and empirical point of view, different organizational modalities through which public research is transferred to the market place.
More specifically, the goal is to develop the theoretical foundations of organizational schemes and operational mechanisms supporting public research technology transfer activities and to assess them from an empirical point of view. We aim at identifying some best practices to be used as benchmarks for supporting and guiding public policies and for implementing organizational changes and other operational support mechanisms to increase the Italian public research system competitiveness and research results' commercial exploitation |

Methodology
The project is structured on three different levels of analysis:
- the first level relates to the governance, both at national and individual research organizations level, and analyzes the effects of different decisions on the activities and typologies of technology transfer;
- the second level relates to the assessment of the operational mechanisms put in place for technology transfer to take place;
- the third level relates to both the current mechanisms through which technology transfer takes place, distinguishing between direct mechanisms (patents, research collaborations, etc.) and indirect ones (e.g. technological start-up, incubators, etc.), and the organizational changes that research organizations need to put in place if they are willing to invest in technology transfer.
In order to empirically analyze the dimensions above illustrated data will be gathered (and dataset will be created) relating to technology transfer mechanisms. A cross country analysis will be developed in order to identify best practices in technology transfer.
The outcomes of this project should provide indications and support to develop policies and implement organizational changes for effective technology transfer to take place.
